Why consult the dead on behalf of the living?

I have been reading in a new plan that mixes 10 chapters from throughout the Bible and so far has made it very pleasent to get a broad range of Word each day.  Today in Isaiah 8 I was struck by the question the Prophet asks, 8:19 “When men tell you to consult mediums and spiritists, who whisper and mutter should not a people inquire of their God? Why consult the dead on behalf of the living?

Man that means psychics have been at this for a long time, could they really talk to the dead?  How is this compared to the verse in Samuel where Saul indeed calls up Samuel from somewhere (Samuel 28:15)?
